ESTHER LOK, P.M.P, MPA, M.ED.
Esther Lok is a nonprofit executive with two decades of experience managing programs, advancing policy and budget campaigns, and implementing organizational strategic projects and initiatives. Esther has been a supporter of NWPC since 2009. She has been serving on the Board of NWPC since 2019 and became the Board’s President in August 2025.
Esther is currently the Chief of Staff at Bridging Access to Care, the first HIV/AIDS organization in Brooklyn, New York, formed in 1986. She began her career by providing technical assistance to small, community-based, and faith-based organizations in the South Bronx and Southeast Queens in NYC, with a focus on building their capacity to deliver HIV prevention, testing, and education services. While working at FPWA, an NYC-based anti-poverty organization, Esther organized several campaigns to urge the city and state governments to invest in health and human services, including funding for HIV prevention, a 30% rent cap for HASA recipients, HIV Health Homes, and social support services for children, adolescents, and the elderly. Most notably, she co-designed and co-led the Access Health NYC Campaign, which provides health care education, access, and resources to low-income and immigrant communities, and successfully solicited over $ 2 million in annual funding from the New York City Council since the fiscal year 2015-2016.
Esther was a member of the NYS HIV Advisory Body and chaired the Emerging Issues Committee between 2015 and 2016. She previously held leadership positions at Start Treatment and Recovery Centers, a provider of substance use and mental illness treatment, and Sheltering Arms Children and Family Services, a multi-service organization. Esther received her master’s degree in public administration from Baruch College, City University of New York, and a master’s degree in education from the University of Manchester, U.K. She is also a certified Project Management Professional.
